This entire experience has been made possible by the Salesforce1 platform. The CRM stores all of the healthcare plan and applicant information, giving healthcare providers the rich set of tools Salesforce.com provides.

Quite nice. I'm not sure if it could solve the problem, however.
That's why SeriousBots choose a different approach to the problem.
I’ve always been big on working within the system, and at times, using the system’s own rules to get the system to do something.
On healthcare.gov, there’s a form you can download and print. Then, if you fill out the form and mail it in, the government has promised it will be handled.
So, I built a SeriousBots Chat Bot which, in Chatter, asks the user to answer the questions on the form.
Several interesting things happen when you choose this approach:
First, the government must honor the user’s request to sign up - it’s the government’s stated rule.
Second, online bottlenecks are removed. It is NOT pretty, but the flow of processing is now under the government’s control. Reverting to batch processing of form data which is printed, and thus easily scanned, is MUCH easier to ramp up, than finding a way to scale up concurrent web use (even 50,000 concurrent users won’t help with the volume that is queued up).
Third, sensitive data is not exposed to an internet front door which can and will be hacked (if it hasn’t been already).
I know, it’s not a good use of a Chat Bot built by a non-technical user, but it illustrates what a SeriousBot could do.
Perhaps a better use was the World Health Organization’s Surgical Check List (recall Marc Benioff’s referral to Dr. Atul Gawande, who wrote “The Checklist Manifesto”.
